OF THE OLD STRUCTURES.  THEY PUT UP SOME FENCES.  IT'S LOOKING GOOD.
THERE'S A SENIOR'S CENTER THAT THEY'RE CALLING BUCKINGHAM PALACE.  OKAY.  I HOPE IT WORKS OUT.  IT LOOKS REALLY NICE.  IT ENDS UP BEING A GOOD FACILITY. IT'S VERY MUCH NEEDED.  SENIOR HOUSING IS VERY HIGH ON THE NEEDS LIST AS IS ACCESSIBLE AFFORDABLE HOUSING FOR PEOPLE WITH DISABILITIES TOO.  SO LET'S KEEP THAT GOOD POSITIVE ENERGY GOING ON OVER THERE.  
           I WANT TO MENTION SOMETHING I SAW ON TV.  IT WAS ON QUITE A WHILE
AGO.  I JUST HAPPENED TO LOOK AT IT YESTERDAY.  IT WAS WITH DIANE SAWYER,
AND IT WAS ABOUT LAKOTA TRIBE IN DAKOTA, AND IT WAS VERY, VERY INTERESTING. THERE'S ONE LITTLE KID HE'S SLEEPING WITH 6 OTHER KIDS.  AND YOU KNOW WHAT HE WANTS TO DO.  HE WANTS TO BE THE FIRST NATIVE AMERICAN PRESIDENT.

OPENED UP A SUBWAY, AND THERE'S BEEN A SIGNIFICANT HEALTH CONSCIOUSNESS RAISED THERE WHERE THEY'RE BEGINNING TO LOSE WEIGHT ON THIS PARTICULAR RESERVATION, AND I THOUGHT THAT WAS GREAT.  AND ONE PARTICULAR LADY SHE WAS CRYING IT HAD BEEN YEARS SINCE SHE HAD A CUCUMBER.  THEY WERE SO EXPENSIVE AND SHE COULDN'T AFFORD IT.  IF YOU HAVE EXTRA STUFF SEND IT TO A RESERVATION.  NOW I WANT TO INTRODUCE MY GUESTS.  ONE IS A REPEATER AND I'LL INTRODUCE MY REPEATER.

GUEST:  THAT'S TRUE.  THERE ARE GUIDE DOGS THAT ARE DOGS THAT ARE TRAINED FOR THE VISUALLY IMPAIRED OR THE BLIND.  THAT'S A GUIDE DOG.  THAT GETS YOU FROM POINT A TO POINT B SAFELY.  AND THAT'S WHAT THE DOG'S RESPONSIBILITY IS.  THEY ARE ABLE TO DETERMINE WHAT IS SAFE AND WHAT ISN'T.  WE CALL THAT INTELLIGENT DISOBEDIENCE.  THEY TAKE THEM AWAY FROM THAT DANGEROUS ZONE, AND WALK THEM IN A VERY EFFICIENT SAFE MANNER.  YOU THEN HAVE WHAT WE CALL ASSISTANCE DOGS WHICH ARE DOGS THAT PEOPLE, PEOPLE IN A WHEELCHAIR, THEY MAY PULL A WHEELCHAIR, AND PICK THINGS OFF THE FLOOR, OPEN THE DOOR, OPEN THE REFRIGERATOR.  TURN ON THE LIGHTS, A NUMBER OF TASKS THAT THESE DOGS ARE PERFORMING TO HELP SOMEBODY WHO'S PHYSICALLY DISABLED.  THEN WE HAVE THE
DOGS THAT    HERE'S WHERE WE HAVE A NEW LAW THAT CAME INTO EFFECT ON MARCH 15TH OF LAST YEAR.  A SERVICE ANIMAL PER THE AMERICANS WITH DISABILITIES ACT WHICH IS NOW THE ADA.  NOW WHEN I SAY ADA YOU KNOW WHAT I MEAN.  PURSUANT TO THEIR REGULATIONS MARCH OF LAST YEAR A SERVICE ANIMAL IS A DOG.  IT'S NOT A FERRET, A PARROT, A SNAKE, A RAT.  IT IS NOW CONSIDERED A DOG.  SO WE START THAT WITH THAT UP FRONT.  THERE WERE A LOT OF PEOPLE COMING OUT INTO THE PUBLIC AND THEY HAVE FERRETS AND PARROTS, AND SNAKES AND THEY WERE WALKING INTO RESTAURANTS AND HOTELS SAYING THIS IS MY SERVICE ANIMAL, AND I HAVE TO HAVE THEM.  AND THAT OPENED UP PANDORA'S BOX AS YOU CAN IMAGINE.  LEGALLY A
SERVICE ANIMAL IS A DOG.  THE OTHER TYPES OF DOGS THAT ARE BEING TRAINED ARE THOSE TO INTERRUPT DISRUPTIVE BEHAVIOR.  THAT IS A NEWER DOG THAT'S BEING TRAINED FOR CHILDREN WITH AUTISTICS.  THEY HAVE FOUND THAT A DOG IS NUDGING THEM OR ABLE TO CALM THEM HELPS THIS CHILD IMMENSELY AND THEY'RE SEEING THAT THESE CHILDREN ARE ABLE TO GO BACK TO SCHOOL, AND ABLE TO BE IN PUBLIC, AND ACTUALLY HAVE THIS SOCIAL LIFE THEY NEVER HAD BEFORE.  THAT'S THE ONE THING ABOUT THE SERVICE DOG IS THAT A LOT OF PEOPLE THAT HAVE SERVICE DOGS ARE NOT NOT NECESSARILY EXTROVERTED.  NOW WHEN THEY GO INTO PUBLIC INTO PUBLIC
PEOPLE COME UP TO THEM.  THEY ARE NOW THE CENTER OF ATTENTION.  WE DON'T WANT TO DISTURB THAT DOG WHEN THEY'RE WORKING.  WHEN THE HARNESS IS ON OR WORKING WITH SOMEONE IT'S A JOB TO DO AND IT CAN BE VERY DANGEROUS FOR THE HANDLER AS WELL AS THE DOG IF YOU HANDLE THEM.  WATCH THEM FROM A DISTANCE. ADMIRE THEIR CAPABILITIES.  THESE ARE FABULOUS DOGS THAT ARE HEROES EVERY SINGLE DAY.  WE HAVE NO CLUE HOW THEY SAVE THEIR HANDLERS IN MANY DIFFERENT SITUATIONS.  BUT THEY DO THESE AMAZING TASKS EVERY SINGLE DAY AT A DROP OF A HAT.  WE WILL SAY PLEASE DO NOT PET A SERVICE DOG.  IT'S NOT SAFE FOR THE
HANDLER AS WELL AS THE DOG.  
JANET:  WELL, I'M GLAD YOU CLEARED THAT UP.  BECAUSE THIS CAME UP BEFORE THE COMMISSION WHERE YOU CAME TO THE COMMISSION BECAUSE I WENT TO THE RENAISSANCE FAIR AND I'VE TOLD THIS STORY MANY TIMES.  I WENT TO THE
RENAISSANCE FAIR, AND THERE WAS THIS GUY HE HAD THIS RAT DOG, AND BECAUSE IT WAS JUST    
GUEST:  A MIXED BREED.  
JANET:  I THINK HE MAY HAVE BEEN A THOROUGHBRED.  HE WAS VERY LITTLE.  JUST RUNNING ALL OVER THE PLACE OUT OF CONTROL ON THE LEASH, AND GUY WAS JERKING HIM.  HE WASN'T TRAINING THE DOG.  THE DOG WAS HANDLING HIM.  AND THEN HE TOOK THE DOG, AND HE PUT IT ON A FOOD COUNTER, AND THAT'S WHEN I LIKE KIND OF FREAKED OUT.  BUT HE HAD THIS LITTLE VEST ON THE DOG THAT SAYS WORK DOG IN TRAINING OR SOMETHING LIKE THAT.  AND I ALSO SEE    WELL, THE GYM THAT I USED TO BELONG TO BEFORE THEY KICKED ME OUT THERE WAS A LADY THAT USED TO BRING A DOG.  SHE SAID IT WAS A COMPANION DOG.  CAN YOU ADDRESS THAT?  
GUEST:  A LOT OF PEOPLE HAD COMFORT DOGS, AND THE ADA CAME OUT WITH A RULING THAT SAID COMFORT DOGS ARE NO LONGER CONSIDERED A SERVICE ANIMAL.  THERE ARE SOME EXCEPTIONS TO THAT RULE.  I'M NOT GOING TO GO INTO THAT RIGHT NOW. BECAUSE THE DEPARTMENT OF TRANSPORTATION, BECAUSE THE DEPARTMENT OF TRANSPORTATION, FEDERAL HOUSING AUTHORITY.  IT'S DIFFERENT WITH THEM.  
JANET:  IT NEEDS TO BE CONSISTENT.  
GUEST:  BUT THE DEPARTMENT OF JUSTICE HAS SAID ON THERE'S NO COMFORT ANIMALS IN PUBLIC.  IF YOU HAVE A COMFORT ANIMAL THAT COMFORTS YOU WHEN YOU'RE HAVING AN ANXIETY ATTACK OVER WHATEVER IT'S NOT A DOG THEY WILL RECOGNIZE IN PUBLIC.  EVEN THOUGH THERE'S NO RULES THERE'S STILL A LOT OF THE VAGUENESS OUT THERE BECAUSE THERE'S NO CERTIFICATION THAT'S REQUIRED.  WE'RE THE ONLY STATE IN ALL OF THE 50 STATES THAT HAS A STATE GUIDE DOG BOARD.  SO THEREFORE YOU CAN'T ASK CERTIFICATION FROM ANOTHER STATE WHERE A GUIDE DOG HAS BEEN TRAINED OR SERVICE ANIMAL WHEN THEY DON'T HAVE A GOVERNING BODY OR
CERTIFICATION PROCESS.  THERE ARE PEOPLE THAT ARE TRAINING THEIR OWN DOGS TO BE SERVICE ANIMALS.  ONE OR TWO THINGS TO KNOW THAT A DOG IS NOT SOMEBODY'S PET.  IT'S ALL IN THE BEHAVIOR.  ARE THEY PERFORMING IN THE BASICALLY A SERVICE ANIMAL HAS TO PERFORM AT LEAST TWO TASKS.  PHYSICAL TASKS TO MITIGATE THE PERSON'S PHYSICAL CONDITION.  AND SITTING ON YOUR LAP IS NOT A PHYSICAL TASK.  THAT'S WHAT THEY'RE TRYING TO REIN IN.  MAYBE THEY'LL BE REACHING FOR SOMETHING ON A TABLE.  THAT'S DIFFERENT.  THEY MAY BE GETTING AN UTENSIL OR NAPKIN OR SOMEBODY HAS A CELL PHONE ON THE TABLE, AND THE DOG IS GOING FOR THAT.  TRULY THE BEHAVIOR IS REALLY KEY.  THE CLEANLINESS OF THE DOG.  AND UNDER THE CONTROL OF THE HANDLER.  ALL OF THESE DOGS    MOST OF THESE DOGS THAT GO THROUGH THESE PROGRAMS ARE RAISED BY WONDERFUL
VOLUNTEERS THAT MOST THAT WILL RAISE THEM FOR 15 TO 18 MONTHS BEFORE THEY'RE TURNED BACK TO THE ORGANIZATION FOR THEIR FORMAL TRAINING.  BUT IT'S ABOUT FOR SOME ORGANIZATIONS THAT THE DOGS ARE ABOUT 2 YEARS OLD BY THE TIME THEY GO    THEY'RE TEAMED WITH SOMEONE TO BE THEIR SERVICE DOG.  BUT THESE ORGANIZATIONS WILL MOST LIKELY I'M FINDING IN THE MAJORITY OF CASES WILL BE LAYING OUT $40,000 PLUS PER DOG.  SO THESE ARE NOT DOGS THAT ARE NOT TAKEN LIGHTLY IN PUBLIC.  NOT ALL OF THEM WANT TO BE A SERVICE DOG.  MOST OF THE AGENCIES NOW THE ORGANIZATIONS WILL CONTACT LAW ENFORCEMENT, FIRE DEPARTMENT, SEARCH AND RESCUE.  ALL OF THE OTHER ORGANIZATIONS THAT NEED DOGS DESPERATELY NOW TO GO DIRECTLY TO THE TRAINING ORGANIZATION IF YOU HAVE A DOG FOR SEARCH AND RESCUE.  THEN LET US KNOW.  MANY TIMES THE PUPPY RAISERS KNOW THAT THE DOGS ARE NOT GOING TO BE THAT HAPPY SITTING IN THE
BACKYARD WITH NOTHING TO DO.  THEY WANT A JOB, AND JOB WAS NOT RIGHT IN TRAINING FOR WITH A PHYSICAL DISABILITY OR SOMEBODY THAT WAS BLIND THAT NEEDED A GUIDE DOG.  WE'VE SEEN A LOT OF THE DOGS MAYBE NOT GO AS A SERVICE DOG NOW THEY'RE HAVING THIS WONDERFUL CAREER AS A K 9 DOG.  THE DOGS ARE HAPPY AND THEY'RE DOING WHAT THEY WANT TO DO.  THE ORGANIZATION THAT I WORK FOR MANY YEARS AGO IT WAS ONE IN TEN DOGS THAT MADE IT THROUGH.  NOW IT'S FIVE WILL MAKE IT.  IT'S BETTER BREEDING, AND TRAINING AND RAISING AND ALL OF THAT GOES HAND IN HAND.  THE ONE THING THAT GUIDE DOGS HAVE BEEN AROUND FOR MORE THAN 80 YEARS.  SERVICE DOGS THAT HELP THOSE IN WHEELCHAIRS HAVE
BEEN AROUND FOR AT LEAST 35 YEARS.  SO THEY'RE STILL A LOT OF MISCONCEPTIONS WHAT THESE DOGS DO AND WHAT THEIR ROLE IS IN PUBLIC.  
JANET:  I THINK PEOPLE SOMETIMES SEE SOMEONE A CUTE LITTLE DOG AND I WANT ONE OF THOSE.  SINCE WE LIVE SO CLOSE TO HOLLYWOOD AND WE SEE SO MANY CELEBRITIES WITH DOGS IN THEIR PURSES.  OFTEN THE PEOPLE IN THE PUBLIC AND THEY GET THE TWO THINGS CONFUSED WHERE ONE IS A PET, THAT'S YOUR PET.  HOW YOU FEEL ABOUT THAT IS HOW YOU FEEL ABOUT THAT.  THE OTHER ONE IS WORKING. AND I DON'T THINK THAT DISTINCTION IS REALLY OUT INTO THE COMMUNITY SO PEOPLE UNDERSTAND WHAT THE DIFFERENCE IS.  
GUEST:  NO.  I THINK THAT'S THE REASON THERE ARE THE LAWSUITS THAT ARE STILL HAPPENING.  I WON'T NAME THE FAST FOOD CHAIN THAT WAS SUED LAST WEEK.  THERE WAS A COUPLE OF PEOPLE THAT WENT IN WITH GUIDE DOGS, AND THEY TOLD THEM BUT WE'RE ALLOWED.  AND THEY WERE STILL ASKED TO LEAVE.  THEY WENT DOWN THE STREET TO ANOTHER RESTAURANT, AND THEY WERE WELCOMED WITH OPEN ARMS, AND I THINK THIS IS INTERESTING THAT EVEN WITH ALL OF THE LAWS IN EFFECT THAT IT'S STILL VERY DIFFICULT TO GET THIS COMMUNICATED TO EMPLOYEES, AND I DON'T NECESSARILY ALWAYS BLAME THE EMPLOYEE.  I THINK I HAVE TO GO BACK TO MANAGEMENT.  THEY'RE THE ONES THAT DO THE TRAINING.  THAT'S WHO I'M TRYING TO GET IN TOUCH WITH.  MY CLIENT BASE IT'S THE HOTELS AND RESTAURANTS.  ANY
BUSINESS THAT PROVIDES A SERVICE OR A PRODUCT TO THE GENERAL PUBLIC YOU'RE PROBABLY ONE OF THESE DAYS YOU'RE GOING TO SEE A SERVICE DOG IN YOUR ORGANIZATION.
